Which systems does the change cover?
CER’s transitional guidance defines mid-scale eligibility as greater than 100kW and up to 1MW, subject to the other requirements. Eligible systems use a fixed five-year deeming period. CER also describes an STC/REGO choice; choosing STCs prevents REGO creation during that deeming period.
Prepare an evidence handover
- Confirm the system boundary and existing or related generation before choosing a certificate route.
- Retain applicable planning/building and network approvals, design and metering records, and the electrical compliance certificate.
- Record testing and commissioning. CER uses when the system first becomes capable of producing and delivering electricity, rather than the procurement date.
- Give the installer and registered agent clear ownership of serial-number and photographic evidence.

Example: an October commissioning date
Illustrative example: a 150kW project is planned for commissioning on 20 October. The team checks eligibility, retains approvals and records the actual commissioning evidence. The offer explains that applications are expected later in November; neither the planned install date nor a prepared evidence pack proves approval or payment.

Related systems, upgrades and existing accredited power stations need a specific eligibility assessment. Use CER’s current transitional guidance and your agent’s advice.
